Simple carb question please

I have a set of 78 bs38 carbs. These are not mine but same carb for reference. What is the small tube located on the bottom right of the carb please?the reason I ask is I had my carb apart recently and I noticed a small crack on the outer sleeve of this tube.

That tube draws fuel from the choke jet in the bowl and feeds it to the choke. I'm not sure what effect a small crack in the tube would have, maybe none. But, it may cause the choke not to work right. If it starts readily cold with the choke, I wouldn't worry about it.
