considering the dynamic forces and stress applied to that joint area I would make sure that the joint is re-welded by a competant welder .

It's "structural" - and that's why I had the hardtail put on by a pro. So, I believe I will be seeking drog's professional assistance.
btw, re: "competent welder" - there are some simple welding tasks for which I am actually competent, myself.
But yeah, structural frame work? not so much. And there's no shame whatsoever about that.
