In KS you only need a official KS bill of sale. Bike is then inspected at a local HP headquarters to see if it`s stolen or if there`s a insurance claim of some sort etc. It`s the same on any out of state vehicle with or without a title. Take the HP report along with the bill of sale and proof of insurance to the DMV and they`ll issue a title. Easy right?:thumbsup: But if it`s stolen the bike is confiscated on the spot and you could be charged with possession of stolen property.:yikes:

Yes Highway Patrol inspection station. The HP impound lot has a sale once or twice a year and confiscated vehicles are auctioned off. Lots of camping trailers and RV`s. Cars, trucks, trailers and motorcycles too along with unclaimed accident vehicles recovered from KS highways. Local salvage yards buy most of the items but anyone can bid.
 
Price on the MN bike has dropped to $690 overnight. Starting to look like a "Scam"??

I don't think we have a HP inspection station
We have a place where you can have a repairable car inspected run by the DMV

I know you meet some very colorful sellers.
I could write some short stories about test rides without brake pedals
One Fireblade up for sale Sunday Morning in the fall $ 1000
under priced . Demanding cash $ 3000 in hand that same day.
Or No deal
I told him Banks are closed I don't keep cash at home.
He wanted at least a down payment max what could be taken out from machine in the Wall
On my way to go look on it someone else had closed the deal
It could have been anything between a drug debt -- stolen -- financing another deal
or broken

This could be a scam I don't know conditions in the USA
But if the bike is loaded on the trailer .And he has not closed the deal .
Price reduction is in my view not a Deal breaker at this point in time
Usually some room exists for price reduction anyways.
It could be has now entered the " Correct " price he was aiming for at the start.
Doing business is an art in itself. That i don't master.
But I think the bikes I have bought in the " The last Owner " segment
All had some defects , problem .Here the paperwork
But the price reduction I don't see as strange.
Of course no money transfer Now
And I would not go there with cash in pocket. Making that clear .. for the seller .
I would assume a lower price perhaps can be reached ,with the risk someone else
buys it

I once looked at an XS 650 also attractively priced .5 - 8 other was there I was crawling looking for leaks
