I know every state in US might be different but in NY I believe the title would have to match the frame numbers more so than the engine number. But one could say those details are only important if someone in a uniform starts checking real close!
I know the bike I used for 20+ years was titled and registered as a 1981 as that what agreed with the numbers on the frame where the engine it had for the first ten years or so was a 1975 going by the numbers on the crankcases!
