Does what it says on the tin.

When I grab the decompression lever and kick it, I get something a little extra: a tingle up the arm as I get mildly shocked.

Bad ground?
Leakage from the kill switch?

Arcing from the plug wires?
 
If the ignition system is 40+ years old.....................toss it into the recycle bin, its worn out, tout fini...............its done its job.

Buy new coil(s), new spark plug leads, new sp lead caps, etc.
 
2 weeks later, after UPS routes my package through Timbuktu...
Managed to get one new coil/wire/plug put on tonight before the mosquito got too viscous.

Turning the bike over by hand gave a nice clean spark on the timing mark!

One step closer to getting her running, don't mind costs so long as I can see results, and this was a clear improvement.
 
I would be suspicious of the fork/handlebar grounds also, never hurts to be sure they are in place. The bars are rubber mounted and need a wire ground path to the frame.
