The carbs may need to be cleaned if the filter is not very fine? I recently found dust in my carbs that had passed through the filter.

If the fuel hose is very old it can deteriorate and flake off etc. I would change the lines if there is any suspicion of them being old. It's a cheap project so if it doesn't fix it, it certainly didnt hurt it.
If that filter was new when you put the tank on you may want to drain it and take a good look inside it.

My only "breakdowns" were from rust in the tank prior to cleaning it well. Would happen after a few minutes at highway speeds.
