Loosening mirror nut seized by brake fluid

Clamp it to the handlebar or in a vise. RIGHTY LOOSEY, LEFTY TIGHTY. I suspect you're trying to tighten it. The left and right mirrors are threaded in opposite directions.
If it makes ya feel any better, you wouldn't be the first guy to go the wrong way on the mirror.....
The mirrors are threaded so they'll break loose when bumped on a forward moving bike. Normal threads on the left, reversed on the right.
...and that line across the flats of a fastener is a universal symbol/signifier of left hand (or reverse) threads....
We are in "The School of Jim". He often hands out these "duh, I should have known that" bits that make our life easier.

Would this set of M10 x 1.25 RH work if both mirror screws are right handed thread?

Based on the description, I'd say yes. Sez they're both right hand threads.
His "new" brake perch has normal RH threads.

Dont know if is legal everywhere but I dont have a right side mirror ...only left side.
Driving on the right side -- there is more going on at the left side of the bike and straight back
