That is surely a 74 or 75, based on gauges and things already mentioned.
It's a tough call. The gauges and the gas cap assembly alone are worth $200 if they work and are half-decent. But after that, it just looks like a lot of work for not a big payout.

What I think is "Why can't a parts bike like that be close to me?"
 
The choke knob looks pre 1980 for sure.
Maybe parts of it are 1980? Some of the engine is painted. Maybe 1980 engine w pre 1980 carbs. As stated the caliper mount on front of fork is pre 1980.
 
Dont know how stock exhaust looks for a 75
Appears to be newer ..but have the right cylinder connection
If those are stock and fine condition for any year they would be worth something here and not going down in price.
