faulty charging pma

My XS isn't charging once the bike gets up to temperature, after about 15 minutes of run time. My voltmeter is showing a solid 14 volts when the bike first cranks up and increases when rev'd but gradually drops as I ride. I've got a PMA, new battery, and e-start but I usually end up kicking it...
