But, just to add flotsam to jetsam.
(And I didn't want to waste this stuff.)

I think I see an offset to the fender, in the other direction, compounding the perception.

Could also check for offset lacing. Best done with the tire and rimstrip removed, to see the threading depths of spokes into nipple nuts. May be able to see from the outside if the threading, exposed threads, of the spokes show biasing to one side.

Lastly, I don't like the look of that spoke head in your 1st pic of post #21.

Makes me think that the wheel was relaced with the wrong spokes...
 
Yep, the spokes do seem strange. There are a couple of them like that. They all feel tight when checking them with my fingers. I agree the whole assembly has me questioning the Po’s handiwork and will need a thorough inspection this winter. Just got to get my tires and wheels installed on my other bike first to free up my lift. I’ll add it to my growing list...
