Leaking from the overflow tubes mean either the float is sticking open or the float level is set too high
These are the carbsYour 1980 XS650 came with TCI ignition, no mechanical advance. It also came with BS34 carburetors with brass floats.
I can’t tell what carburetors you have from the pictures. Brass floats are more prone to failure than the plastic ones.
There’s really no telling what you have there now. Investigation is required.

To add - don't buy carburettor overhaul kits. They're full of incorrect parts.

Awesome now I know what to look for and yes mine are connected together I will be disconnecting them let them loose individuallyA carb rebuild is just 99% a thorough cleaning. No need to replace any parts that are still good. The original float bowl gaskets are very robust and can usually be re-used. Yours look original and still good. About the only thing that will probably need replacing is the o-ring on the needle jet. Check the jet to see if it's a tight fit in the carb body. If it is then you may be able to leave it be. If it's loose then the o-ring has perished.
The only thing I see off with your carb set is that the external float bowl vents are connected together with a hose. They shouldn't be, they should just vent to atmosphere. That may be your whole problem right there. A vacuum may be forming in the bowls and that would stop the fuel flow.

Awesome will do thanks!That shouldn't hurt anything as long as the floats aren't leaking (filling with fuel). Take them off and shake them to see if there's any gas inside. Then you can test them for leaks by dipping them into a tub of hot water. Any leaks will show as streams of air bubbles coming out of the float.
