Yesterday I had some work done on a tree that is over my property line. As you will see at the end it has problems.
I had never seen any tree work being done. It was fascinating. A lot of skill, geometry and physics.
When I hired the guy I thought he had a bucket truck. He said 2 hours and $400. I thought that was very reasonable and not a lot of time.
He also hauled the branches away.

Yes. Here in IL damage done by falling trees are considered an act of God. So it's like any kind of damage from a natural happening. You or your insurance is on the hook for it.
 
Law here is any of a neigbours growth for trees os shrubs is their property. If you cut overhanging branches you have every right to dump the off cuts on their property.
In the case of overhanging tree branches like those that could cause damage to your property they are liable for the cost to remove.

Course it comes down to a shit fight if they refuse, but if in the process of that shit fight the tree causes damage to your house, they would have to bare the cost.
