Wheel size is largely a matter of taste. It also depends to some extent on the style of bike you're building. A hard tail chopper will look best with different sizes than say a tracker. Whether you plan to use spoked rims or mags also affects your choices. Some people prefer a smaller rear with a fat tire and a tall skinny front rim/tire. Finally, the style of brake - disc, drum, or none - dictates certain choices in wheels.

Okay, a hardtail. Typically they use a small rear wheel, 17 inch or less.

The wheels in the pictures are after market with smaller diameter and width than anything available as a stock Yamaha wheel. With these wheels you also need to consider the hub both for attaching the sprocket and for the brake you plan to use.

The front wheel in the pictures is also a custom unit, but a stock 19 inch spoked wheel would work. If you're going to eliminate the front brake (NOT recommended!!!) it would have to be laced to a custom hub.

In other words, for the full chopper/hardtail look, you will most likely need custom wheels and hubs on both ends.

Yes 130 90 16 rear is the stock special rear tire/rim much over 140 will rub on the chain. 18" rears are more common on choppers the last few years.
For the classic chopper look 90 90 21 front rim is the goto. but a 90 90 19 on a stock rim also achieves the look with less trouble.
The Heritage Special spoke wheels are a nice visual and tend to stand out.

A member here forced me to sell him this 21" HS wheel at gun point, I still regret I didn't get to use it on a build.

What you're showing is likely a 19 inch front wheel and 16 inch rear. That is the stock combination for an XS650 Special. A bigger front wheel / skinny tire looks to me like the trend, so plenty of 21 in front tires are available.
 
Yes a 21" front a wheel and forks from a modern offroad bike can give the look with a less visually imposing disk brake.

So, before you choose rims for your hubs, have a look at what tires are available. 5.00-16 is readily available for the rear. I haven't researched the front beyond a 19 inch front. I assume you're looking at something vintage.

Bernard, the third picture showing connection of the hardtail to the backbone of the frame has much too large a gap to weld properly. The tubing needs to be notched to fit as closely as possible.

Also, many (most?) folks use a frame jig when welding a hardtail on to make sure it's aligned correctly.
