Diagram Problem

Rebuilt a set of BS38 (xs2) and one carb diagram goes down to fast when holding finger over air slot. I replaced the diagram with no help. I was
thinking of trying another diag. I did take it apart and blowed out everything again.
What else could it be?

Swap diaphragms to determine if the problem is the diaphragm or the carb body.
