Not enough info in that listing ad to know. Is it same configuration as YB14L-A2?: positive on right front. It should specify, but doesn't.

Even after putting a new battery and changing the rectifier - the bike starts and runs but the battery after cranking and revving wont charge beyond 11.8 seems there is a voltage leak somewhere and the alternator and the brushes seem fine too... Any clues ?

while idling , if you revv it to 3000 rpm, I should get > 14 volts on my battery but its ceils at 11.8 to 11.89. Rotors ??

So your mechanic replaced the regulator/rectifier combo and other stuff (?). Runs now, but not charging? We may need pics and part numbers to figure this out.
 
I'll make a suggestion suntosh, add all the pertinent info on your bike in your signature. That way it's all readily on hand when you ask a tech question.

Noted @Jim . I just got this beauty barely a month ago and I am just discovering what I have based on the questions you ask. As much as I know this is just as stock as it gets - an XS650H with all original parts. Just changed the rectifier and the battery. There are the first custom parts I have on the bike AFAIK

Yes it is the xs650H based on the VIN and the pic @jpdevol posted.

There are different ways to diagnose the issue. Attached is the procedure per the manual, if you have a multi-meter, just follow the steps. The issue should show-up before you get to the rectifier test (last) - if not, there may be a wiring problem (bad ground, broken wire)
