Looking for a 1977 to 1981 frame with title and a bill of sale

Just a frame please. Most importantly, a title and a bill of sale. I have a complete rebuild already running. The frame has never, ever been titled or registered and in this state it costs too much to have a declatory judgement done to license it. Cheaper to find a title.
