Hardtail - Need some advice on order of doing things.

I'm finally getting ready to actually strip my bike down. Picture attached.
It's a running, all original '78 Special. I'm going to be hardtailing this.

Here are the details of what I'm doing:
- Voodoo hardtail
- Hugh's complete CDI kit
- Converting to no battery - kick only
- Simple harness from Daddy G with the basics

I'm not planning on using the stock harness, so to me it doesn't make sense to convert to the PMA until after the motor is back in the bike. Let me know you would start this build.
Also, I believe the seals are all original as it leaks a small bit. At what point should I try retorquing heads? Before I tear it down?
