Help installing mikesxs plug for starter delete

Seems self explanatory but there are two screws in package. Is one an extra? Do I keep on the gasket? Or use sealer? Any instructions out there?
Note I'm trying to use the 22 dollar plug and not the 3 dollar plug as IV seen a video on using the cheaper plug. Although the cheaper plug added up with shipping so it was cheaper to make an order with the more expensive aluminum plug with 2 halfs while ordering some other parts too. Thanks

If it’s the block off for removing a starter and it’s the same as the one I got from mikes, I used one screw and snugged it up against the starter seal. Don’t crank it down, snug will do.

That’s the one I used. Pretty easy even for me!
