Leaking carburetors

I just replaced the needle and seats in the carbs on my 71 xs1-b and they still leak. I also set the float level at 25mm. I'm not sure which one it is yet. Just frustrated!

One of the floats itself leaking (sinking)?

All four seems to be water tight (gas). I checked while I had the carbs apart.
