Missing part to rear wheel?

Bought some parts off of a 1981 xs650 and it looks as though there should be a similar part on the other side covering the seal/bearing? Is that correct? Unfortunately I didn’t get the rear axle with the swingarm and rear wheel.

81 was drum rear mag, 78 to 80 specials were disk rear mag
 
Am I also correct in thinking it would be a good idea to replace all the bearings and seals now as a bit of preventative maintenance?

You should as a minimum take out the bearings for inspection, then you can decide if they need replacement - as a minimum that will require new seals.
 
In my opinion, if you take them out, go ahead and replace them. They are often damaged in the removal process as it takes quite a bit of force to get them out. If they roll decent you could just remove a dust seal and pack some fresh grease in there though.
I’ll probably replace them as I don’t know how many miles are on them. Better to do it now than later.

What he said. The wheel bearings last forever, and never need replacing unless some catastrophe or flood happened. If I recall, they are usually "sealed" bearings, but you can still pry off a cover and get some fresh grease in there. 5twins talks about doing this in some thread somewhere. But honestly, I almost never even do that.
