Moto iron springer conversion

Heyya. 1980 Yamaha xs650 special. Been trying to get this Iron Moto Springer frontend stock length I got from TCBros as well as the ‘XS650 Springer Conversion Kit with Steering Neck Bearings’ https://tcbros.com/products/yamaha-...aAafTviuSlgNktJbpDVoBkhXnJwsEhty7u8Ebn9lSF3LU

And I’m having trouble understanding the directions. Following these instructions

It looks like the race is just seated on the stem first and the bearing goes next and sits on top of it. The stem flares out just a bit an inch from the bottom though and I can’t quite get the bearing all the way down. I think I might be able to just do the pvc pipe trick to get it down further but is the race meant to not really fit the stem snuggly and just dangle there until maybe the bearing centers it? (Pictures attached).

It seems more intuitive to have it covering over top of the bearing like in the 2nd photo but that seems like it’s not following the instructions. Also doesn’t look like the one photo they provide of it. The one photo of this step in the instructions looks like it’s just sitting above the race though.

Thanks for any advice. Apologies if it’s a dumb question haha. First time doing this. Wanted to make sure before I smash this thing in there incorrectly and really regret it later
