Neck bearing trouble

Hello. First time taking the front end apart, as I’m switching to a moto iron springer front end. According to the instructions I take off both the top and bottom bearings in the neck and use this top one as a spacer on the bottom of the stem on the new springer front. I can not for the life of me get this thing to budge though. There’s a small tool in this pic that I’ve been hammering up from the bottom but it’s not going anywhere. Any suggestions? Every video I’ve seen people sort of just breeze through this part and I’m not even noticing what they’re doing exactly.

I've always just used a drift of some sort (length of pipe, bar stock, even re-bar) and never had any problems getting either original race out. Make it about twice the length of the neck so it hangs out enough to grab it real good, then hammer away. You'll want to work your way around the race and use a medium to BFH, lol.
