Mine is gone. Bratty style chop with no problems here and I ride everyday. I left the top motor mount and support bar though. Don't wanna mess with that.

Since you're chopping it, the only thing it does is reinforce the neck. It's big and chunky to provide much needed frame stiffening from the early bikes.
That being said, it reinforces the neck. You may or may not get away with with removing it. I'd suggest, if you're going to cut it out, replace it with different gusseting that will fit your application.
