Yes, welcome. The 650 is a pretty robust old bike so you may not need all the parts you've mentioned to get it going. As you read around the site here and learn what makes the XS650 "tick", one of the first things you'll learn is that you need a good, fully charged battery to make a spark, so I'd start there. The carbs will also probably need looking into, and most likely will need a good cleaning.
 
Welcome and kudos for trying to help the kid out. As 5t states, a healthy and charged battery is essential before moving forward with diagnosis ,throwing old parts away or throwing new parts at the bike. I little reading on this forum in regards to charging and ignition systems will go a long way towards sorting things out. Good luck to you.
