NJ laws re:side mounted plate and yellow headlight

I can't seem to find a clear answer via Google.

Does anyone know if a side mounted (vertical) license plate and a yellow headlight are legal in New Jersey?

Google section 39:3-33 of the nj motor vehicle regulations

"All identification marks shall be kept clear and distinct and free from grease, dust, or other blurring material, so as to be plainly visible at all times of the day and night."

Is vertical clear and distinct, well I have a vertical plate..........I'm in NJ.
