No charge

My 1984 XS650 Model SK (Canadian model) now runs. Had No spark issues but that's fixed. Rode it about 24 Kms. and realized I was running on battery alone. Tried the test with a metal ruler and when I turn on ignition yes indeed the ruler sticks to the case.
Taking a day off today tomorrow will try to test rotor. Please give advice on how to proceed. I have a volt meter. Thanks everyone.

That indicates the rotor is working.

Checking that the fuses are there sitting tight
Measuring actual charging voltage .." Everything " on
And service connectors.
Perhaps take a quick look at the brushes
