No power to headlight circuit.

Hi all. I need some help with the headlight circuit on my 1972 XS2. I have no or very low voltage in the headlight circuit with the key on the on position. With the key on the park position the tail light and instrument lights come on as they should. All other systems work normally. Any idea where I should start to look for a problem. Wiring harness and switches are from Mikes XS. Some wires are different colors but hooked up properly as far as I can tell. One post I read seemed to imply that the engine has to be running before the lights will work. Any help greatly appreciated. Fred.
 
Any schematic on harness
Is High beam also not working as well as Low.
If I recall right power enters Right side switch for OFF / ON
and then goes to left side for high / low.

Perhaps measure Voltage At right or left switch.
I don't believe motor have to run on older models at least
 
Thanks. Found the problems. Broken wire inside the sheathing at the connector in the headlight bucket on the blue wire circuit. This was causing the intermittent voltage. The low voltage was caused by a bad ground.
