Pamco 277 ignition timing problem

I have an 77 XS650 that I have rephased with a Hughs build. Pamco ignition installed. Everything is together but am having a hard time starting. I pulled covers off and static timed left cylinder. The problem is that the timing on the right cylinder is 70 degrees off from TDC. Does anyone have any ideas?
