I'm getting ready to start on my 81 XS, and I'm hearing different things about the legality of altered frames. Also if you buy a frame from say TC, do they come titled? I'm in PA, and was wondering if any of you have done this and how easy or difficult the process was?

Most of the hardtails that you buy are just the hardtail, you mount it on your frame. Or get it mounted to your frame. If your frame is properly titled you won't have a problem.
Most of the legality things are trying to title an untitled bike. Or in other countries were they have very strict regulations on modding frames.
If you buy a totaly new made frame they should come with an MSO, Manufacturers Statement of Origin. You take this to the DMV to get a title.

Heads up on MSO titled bikes. They can have some extra issues compared to a titled Yamaha frame. It will have to be police or DMV inspected (like all title issues this varies by state) There may be sales tax due on "parts" or a DMV picked "total value". Insurance on an MSO title bike is going to run higher if you can get it. You need to find this out before you start. The insurance companies will assume this is a homebuilt "non-compliance" type bike which typically has a higher claims ratio.

If you put a hard tail on your already titled bike it is just title. With an MSO it should still be just a title. You have to check with your local DMV.
