Is there a way to test it without being connected to the bike also relays to. I have a bunch of them.

Yes
If you have a DC variable Power supply
They use them in Electronic Labs
It has adjustable Volt and Ampere
With some wiring and lamps and so you can set up a circuit and power up and se if lamps turns on and so
Measure voltage in the test circuit.

Be careful, with regulators they are quick to fry. If connected wrong

Relays perhaps with an extra battery .. Not sure
