Shift cam seized - anyone had this before?

I'm going to rebuild the engine anyway because of low compression and a leaking head gasket, so I'll find out the answer at some point but thought I'd ask!

For context, I've ridden it maybe 1000kms all up on this bike - it was having electrical issues so got in and rewired it, re-did valves, timing, all the usual stuff except taking apart the engine. There were no shifting issues, but the shift shaft splines were worn so I replaced that and the phillips head spring screws with hex heads and sleeves.

I started it up yesterday first kick. It was leaking a bit of oil from the head gasket and had an air leak (I suspect from the manifolds not sitting flat against the engine as I've read) but all else was great. I rode it around for 30 mins or so with no issue until I got stuck in first gear. It was like the shifter was jammed, just would not move. Anyway, got back to the workshop and could get it back into neutral. After 10 mins or so I tried again, and it would not budge, could not get it back into first.

So today I tried adjusting the clutch again, but it was all right, 1/8 turn out at the worm gear. I dumped the oil which had a bit of stuff hanging around the top and was a little bit shiny which is concerning (photo is probably hard to see). Took of the RH cover and removed the clutch pack and found that the shift cam is not moving. if I push hard on the shift shaft lever it will move 1mm or so, but definitely locked in neutral.

I was just wondering if anyone has an idea of what could cause this? I assume the spring to the left of the cam is supposed to pull something, but nothing is moving. The pistons are moving up and down - everything else seems fine but the shifting. I'll take apart the engine in a week or so and have a look, but it seems weird this would happen when it was running fine before (how many times has that been said...)

I would still suspect the Clutch adjustment as a first. 30 minutes is after a warm up that can affect
I would Over adjust it so it is guaranteed free
then
I would try having it on the central stand turn the wheel by hand and try to shift into
first and second see what happens. Listening and Feeling if it moves and works
Shift forks are a problem on some machines not much on XS 650 however
and first and second gear wheel not much en XS 650 either
But with low compression it can be a high mileage machine

Yeah I adjusted the clutch for a while, and tried shifting while moving the wheel. With the clutch basket removed the shift cam should be able to move though right? Everything else is free, but even with the shifter arm on, putting a lot of pressure on the shift cam doesn’t move it. I agree, could be shift forks
