Swing arm is tight still. XS650SG

I can’t figure out why the swing arm is lightly tight.
From post I read it post to be freely swing on its own weight.
I have correct clearance so the outer tub is being pressed between the frame but the swing arm has some resistance.. is this fine?

I feel like I’m tightening it too much and the outer tube flexing or something.. I’m using 47ftlbs

Bushing, seals, shaft, outter tube are from Mike’s xS
Does xS has a specific torque for it or should I still with my book
 
well im little confused..
swing arm isn't locked up, i've tighten the bolt too spec from my manual(47ftlbs)
swing arm is rotating around outer tube but it doesn't fall on its own weight.

I get side play when pivot shaft isn't tighten down but once its set to 47ftlbs I cant get any play

I just did my swingarm bushings, it was pretty straight forward following that instruction.

What was your pre assembly side play measurement with the feeler gauge?

My side play came out to around .008” and I had to torque to around 55 foot pounds to get the swingarm to slowly fall by itself. I also had to file the face of my bushing down a few thou as the side play was too small, basically flush with the inner tube.

And you say you can see a gap between the swingarm seal washer and frame? Have a picture?
 
Sorry yall, was super busy with work! I figured it out, I was over torquing it I'm assume about 50-60 foot pounds. Went and replace the old torque wrench. I got it set about 48ftlbs and it falls on its own! Thanks for the help/comments haha
