Valve clearances in manual?

Hey guys, attempting to adjust the valves on my 76 xs650. In my clymer manual I'm given two numbers for both intake and exhaust.
Intake (0.002-0.004in)
Exhaust (0.006-0.008in)
My understanding is valves get tighter overtime, so it is safe to assume I adjust the valves to the larger number? Or in between the two?

I use .003" intake and .005" exhaust. That is on the tight side for 78 book specs.
Every thousandths helps quiet the XS clatter sounds.
 
On the intake I do a loose 3, 3 fits 4 doesn't. Same with exhaust. 6 fits 7 doesn't. I'm running elephant foot adjusters.
