Problem explained. I was used to working on the ‘72 frame. You know, the one where a starter was an afterthought? There’s 10 acres of room back there to work on the starter. Maybe one of the reasons Yamaha beefed that area up with the frame change in ‘74is there a trick to getting the top two bolts on when installing a starter in the frame?
It's good idea. I use service checklists for the bikes, kinda need to for keeping track of when and what I've dun on each bike, and on the back of the XS650 checklist I've put a list of spanner sizes and which fasteners to check & tighten with each. So they are all checked minimum of each oil change.
So, I'm sorry, maybe I missed it, but what is the "Bullet"?
Will do similar on the Bullet checklist but meantime the Bullet tends to get a once over of all fasteners whenever it's sitting in the back yard and the Sun's out. Still learning which sizes fit - AF, Whitworth, the odd one a metric size fits best.
Bullet engine is spitting a little bit of oil so might take the tank off and torque the cylinder head and rocker box hardware and see if that fixes it.

Is the crossover pipe leaking? I believe running only with the choke on is an indication that the pilot circuits are not functioning.
The smallest bit of trash can clog pilot jets. Once you get the hang of it, the fix is easy.Thanks I’m really not familiar so every issue that comes up is a new one. I’ve got a manual though and will look into it!
