that if you leave the petcocks on when the engine is not running on a 75 XS650
that the carb bowls don't over flow?

I had several old hondas and you HAD to turn off the petcock or you'd waste a tank on the ground! Not just fours either but twins as well...

I like it (being able to just the the fuel valve on)but I wonder why....

I am so forgetful it's really nice plus this bike has two petcocks so that is twice as many to forget!
 
The float needle valves stop the gas from coming into the bowls when the float raises. Your old Honda's probably all had needle valves that didn't seat well, or the floats didn't float anymore, or didn't move freely up and down. Vacuum petcocks (on bikes that have them) also help to prevent carbs from overflowing if they are working right.
 
Even after carb kits with new needlevalves and floats they would still over flow, I always thought it was just because it was gravity feed and old.

Does a stock 75 xs have vacuum petcocks? Mine like like ordinary petcocks to me , no lines excepts fuel lines going to the carbs.
 
- if i remember correctly, the only non-softchopper models to have vacuum pet-chickens were the 78 E/F
