Steering stem nut stuck

I'm losing my marbles trying to get the stem nut loose. Seems like it should come loose rather easy, so I'm guessing I'm missing a simple trick ?? I've tried heat then cooling it, no luck. I'm one step away from dealing with my steering head bearings. All help thanked :)
 
There are usually 2 nuts and they are locked against each other. A spanner wrench is the right tool and worth the time to fab it.

I've gone through the few posts regarding the 2 lock nuts which need the spanner wrench, but my main issue is the center bolt in the triple tree (between the forks). Does it happen that once i loosen the lock nuts (if possible) this bolt will be of no worries?

No, that top bolt comes out first. Loosen the pinch bolt on the triple tree below it. Once removed, then you lift the top triple off, then you loosen the two notched nuts. That top bolt is usually not a problem but maybe yours is rusted in place. Try some penetrating oil and heat. Re-install with anti-seize (on all the nuts and bolts).
 
Still cannot get this stem nut loose even with heat, penetrating oil and decent leverage .. Thoughts anyone???

looks like its about to strip......What kind of heat did you use? other than hot. If you have a ace torch, use that. if you been using a butane bottle, forget it. mapp gas torch maybe, but a torch would work for sure. get it red hot right in the middle, and let it cool to normal, try impact again.
this will most likely destroy the balls in there, are you putting in tapered bearings?
