It's pretty low because the flanges are just out in the air unsupported. That's why the nuts are surprisingly easy to get loose, as bad as they can look. I'm getting ready to do this and I'll just do it by feel.
In the factory manuals they don't list the exhaust stud torque in the specs.
The book has a chart listing torque by nut size, the size wrench to turn the nut and the thread size.
In the chart a nut that uses a 14 mm wrench gets 25-29 ft/lbs torque.
I just snug them up good by hand. Check them after a few heat cycles to be sure they are still snug.
