but one side will have play
and one side will not have play.
adjust the side that has play then rotate the engine on rev then adjust the other side
you set one side then you will have to rotate the engine and set the otherside
go to utube there are more than one video there on adjusting xs650 valves
1.Remove all four tappet covers and the
generator cover.
2.Turn the crankshaft to align the rotor
mark with the “T” mark on the stator.

center and the valve clearance should be

when connecting to that I would have used a female spade connector.
the po must not have had them on hand. and soldered the wire :(
I would weather proof the female spade connector. I use shrink tube for that. there are also spade connectors already weather proofed.
13.4 is low at revs.
It does not sound like a ignition problem when the battery is dropping down to 10.5 volts
i think charging system problem or a short in wiring somewhere
i would get to the battery and charge it back up. then get your volt meter. start your bike up. then check the voltage at the battery at idle, then check the voltage at 2000 and 3000 rpms. then report back with the numbers.
