The size you are referring to is just the diameter of the rim. If its 16" across, you have a 16" tire. Also, i thought all tires were required to have markings.

Right now I am hoping to just change up the look of the bike a little bit and get it road worthy (fully functioning lights and good tires) so I can maybe ride it just a bit yet this year but mostly get it ready for next spring. Looking for a seat, something in good shape that doesn't go past...

I have a spare master cylinder and lever since I swapped that all out on my XS. It was painted black but might be flaking. Mine's an 80 special so I'm not 100% sure it will work for you

I had actually read that. I will reread it again. Any recomendations on stainless cables? I see kits to make it exactly the length you need, and custom length premade cables from a few places.
