What's best way to clear coat raw steel?

I am running a 23 inch Honda dirt bike wheel on my xs,the original axel is to small,but the Honda axEl needs to be turned down,I got all that,but the axel I need has to have a fat end on both sides,but the issue is it will not fit in the wheel,anybody else have the same issue and how did you fix...

Anyone make there own sissy bar,just wondering how hard it is to bend stainless steel.
