From the picture, it seems the tensioner is still to close to apex making it easy for it to flop over. I would say you need to weld more material to the bottom of the tensioner get it closer to the chain. So when the chain bounces up and down, the tensioner has plenty of room to travel while...

I put drags on my bike and it did the same thing. To avoid them from hitting the tank? You could flip the top triple tree and it will act as a slight riser, (but i think it looks horrible). Also buy risers, but again i think it looks goofy. Its just the way the bike was made for the stock bars...
