wont rev

So this is what I have, the bike will run and idle perfect, but when trying to rev up it seems the ignition wont advance timing and the bike with sputter, pop, and never really rev up. Bike is a 1981, mods are PMA from Hughs , PAMCO kit from Mikes, XS pod filters, carbs cleaned and rejetted...
