72 XS 650 Front End Issue

Rebuild some of my 72 XS650. I have the forks out the bracket/tub that holds the light is tight on one side but is flopping around on the other. Not sure why, looks like it sould fit into the hole of the crown handle but I can't seem to get it in..

The headlight ear doesn't go up into the top clamp it just sits below it with a chrome ring (#18 in Garys pic). The fork tube holds the ear straight with the chrome rings and a rubber ring on the bottom
