'80 XS650 Starts but won't run

I bought a basket case '80 xs650 Ive been putting together. The motors cold compression is around 120psi on each cyl. Its getting fuel and has spark on both sides. I kick it over and it will sometimes start for 1 - 3 seconds then dies.

I pulled apart the carbs and cleaned then but it didn't seem to have any effect. Also I tried starting fluid and it didn't seem to change anything.

What are some other things I can check and are there other tests I should be doing on the engine besides compression?
