Got her running and she starts with one kick but there's a weird hissing sort of sound. I have to feather the throttle to get any rpm increase and if I don't do it gently enough it does what's in the video. Sounds kind of like an air leak? When the bike's off and I let the throttle go to snap back to idle there's an audible "pop" sound of the throttle sealing, I don't know if that's normal or not either.

Where did you get those carbs? Are they a pre-jetted XS650 specific kit? If not then the jetting is probably all wrong, and even if it is a supposedly pre-jetted XS650 kit, it could still be all wrong, lol.
They were on the bike when I got them. When I got the bike about a month ago it wasn't having this problem so I'd think the jetting is/was okay.
