Carb passage plugs, ??

Hi,
I've had my carbs apart (bs38) but didn't seen anything like these!

Does anyone know what these are for, where they go, do i need them etc.

Those are for some models of BS34 carbs including North American XS650 80-84, BS38 carbs do not use them.
