carb stopper tang?

On the underside of float, there is a second tang. Not the float level tang in center, but lined with pin post. Does this act as a stopper? How much travel should there be? I ask because old floats had about 4-5 more mm of travel than new set. I'm running lean and wondering if this is a factor...not letting float needle fall and allow gas properly. Thanks.
 
Yes, it's a stopper of sorts. It mostly comes into play when you remove the float bowl. It stops the float from dropping so much that it yanks the float needle out of the seat. I don't think it even hits when the bowl is mounted, the float can't drop that much. To make sure it's allowing the float to drop enough, you could measure from the bowl/body seam to the bottom of the bowl and then check how far the float will drop with the bowl removed.
