Does the tensiioner have all the parts? In particuliar the coil spring?
I guess before I answer I should ask the popping is a sound or the shaft of the damper moving in and out? Where is the end of the shaft when the engine is off?
And where is there room to fling a link? That would be some severe lash to gain a tooth at the cam. Or jump time unless the timing gear teeth are so worn as to not bite well in the first place. Not to say yours didn't but there have been cases where these were reassembed incorrectly by a PO. And sometimes it takes several PO's before the error is found and corrected.
