Chrysler reg question...

been tiring to sort out my charging issues and never made it past the slap test...

its an 80 and up motor. i wired the chr reg according to everything i have seen on here (brown wire top (inner ring) to 12 volts ign switched. green bottom (outer ring) goes to the upper left terminal of the chr reg. case is grounded. and 12 volt ign to the reg bottom center terminal. i used nylon screws (even though i recently learned that i did not have to).

so here are my tests.
1) with ign off i get nothing at the brown or green wires (neither ground or pos voltage)
2) ign on i get + at both wires.
3) i unplugged the green wire from the reg and jumped ground to that brush. and finally passed the slap test!

so question i have is, what is the chr reg supposed to do when ign is on? when the motor is running? does this change?
(i think it should be regulating ground current flow to that brush?!?)

why is it showing positive voltage? (there are no breaks in the wire, i have continuity to my connections...)
