Wanted - Custom Build

Looking for a skilled mechanic to build a bike identical to the one in the attached picture. I was going to purchase the bike but the seller backed out at the last minute. Willing to discuss suggestions or anything that may improve the bike.

I'm located in Las Vegas, NV and will pay to have the bike shipped to me. Can also put a deposit down to secure the work, parts, etc. Would prefer the mechanic secure or have a titled frame so I can avoid shipping it both ways.

I know i'm about to lose respect from the talented guys on the site but with my job and no garage to work (not to mention limited mechanical skills) i'd prefer to have someone do it right the first time.
